dcterms.abstractService organisations that operate round the clock need to schedule staff effectively to meet service demand which varies through different time of the day. A shift rota has to be generated periodically and the resulting rota usually has to satisfy a set of complex scheduling rules and constraints. It often becomes a painstaking and time-consuming job to produce the rota manually, especially when the manpower requirement is tight. The situation will be further complicated if staff preferences have to be considered. This study aims at automating this complex task for the shift team of the System Control Centre of a power company. The shift team consists of about 40 staff in three tiers with some of the staff required to act across two tiers. A scheduling software was developed using a heuristic based on simulated annealing. The software is able to generate a four-month shift schedule automatically with all the mandatory requirements fulfilled. And it will also endeavour to meet preferences specified by individual staff as far as possible without violating any constraints. The program is developed using MS Visual Basic with no extra mathematical solver module and it can generate a feasible rota in less than half an hour on a pentium grade PC. Thus a low cost solution is presented for the scheduling problem. A characteristic of the rota produced by the new system as compared with the current system is that the new schedule is more flexible and the traditional cyclic shift patterns are no longer followed due to the stochastic nature of simulated annealing.en_US
