dcterms.abstract | A new urban renewal agent, the Urban Renewal Authority "URA "has been established in May 2001 to replace the Land Development Corporation "LDC" to implement strategic urban renewal policy. The setting up of URA is part of the Urban Renewal Strategy "URS" formulated by the Government which is intended to provide coherent planning framework to guide the improvement and restructuring of the old urban areas where urban renewal is required. The establishment of LDC in 1988 revealed the Government's intention to implement urban renewal by a separate and self-financed entity from Government. Realizing the weakness and constraints of LDC, it appears that the Government has put effort to improve the effectiveness and effectiveness and to strengthen the power and resources of the new URA. However, it is considered that Government still has not learnt from the experience of LDC. Urban Renewal is not merely a urban planning issue or not simple demolishing old dilapidated building and replacing with new intelligent buildings. Urban Renewal is more than that and shall embrace a lot of social consideration. The social problems arising from urban restructuring includes poverty, housing, employment, education, illegal immigrants, support and assistance to new immigrants, elderly and lower income group, etc. which should., if not triggered by the redevelopment projects, be shouldered by the Government. The URA which is only given with the resources to implement urban renewal can hardly afford to tackle and resolve all these social problems. Government should revisit the social issues in urban renewal and shall not rely solely on the URA to address the social problems arising from urban renewal. | en_US |
