| dcterms.abstract | This paper studies telecommunications reform and regulation deeply, and answers the direction of telecommunications reform and the intending policy system of telecommunications regulation in the future. Surrounding the two important questions, this paper does some research below: Firstly, this paper has formed the theoretical framework of telecommunications reform and regulation. Telecommunications reform and regulation are regarded as two different ways to maximize social welfare in the theoretical framework. Through deeply analyses of the goal, causes, contents, and manners of telecommunications reform, this paper sums up the theoretical framework of telecommunications reform. At the same time, this paper puts forward the theoretical framework of telecommunications regulation, including regulation goal, regulation cause, regulation principles, regulation contents, regulation manners, and regulation performance evaluation. The core philosophy of the theoretical framework of telecommunications reform is realizing the workable competition with scale economy and competitive efficiency. And the core philosophy of the theoretical framework of telecommunication regulation is realizing the efficient regulation with giving attention to regulation goal and regulation cost-benefit. Secondly, applying the theoretical framework of telecommunications reform the practice of Chinese telecommunications reform, this paper points out the direction of Chinese telecommunications reform in the future: 1) amend market structure and form workable competition in the telecommunication market gradually; 2) optimize property right structure of basic telecommunications operators; 3) build perfect law system of telecommunications regulation; and 4) separate regulation function from other functions of the government and build a professional telecommunications regulator. Thirdly, applying the theoretical framework of telecommunications regulation to the practice of the Chinese telecommunications regulation, this paper offers advices on policy system of Chinese telecommunications regulation in the future: 1) as for entry regulation, the telecommunications market should be opened to all kinds of capital finally; 2) as for interconnection regulation, the core regulation philosophy gives attention to compelling obligation and incentive measures, the paper divides interconnection into three types in a creative way, analyses all types interconnection deeply and puts forward different regulation policy for different types interconnection; 3) as for tariff regulation, the core regulation philosophy is cost orientation and price ceiling regulation, the paper puts forward two standards of tariff regulation creationary; tariff regulation evaluation standard and telecommunications services cost evluation standard. | en_US |
