dcterms.abstractThere are many literature and studies on e-government. Some are more on the policy or strategy aspects, some are mainly specialized on certain particular technology. E-government is a huge scaled e-Business in viewing of the large transaction volume, the large size of customer base, the varieties of business operations, the huge number of employees and the interactions with the numerous external enterprises. Hence studying E-Government needs an overview and collaboration of the various technologies and experiences. This study has tried to take the first and small step to put together the bit and pieces of "Lego components" and to fit it into various real life applications. This study takes a more pragmatic approach that provides a framework for studying the feasibility of E-Government initiatives. The study is started with an overview of the contemporary IT which may help in re-design government operations. Then, generic business models are created based on these enabling IT. The framework focuses on the aspect of business process redesigning. It comprises step I) mapping of the generic business models to the potential application area in the interested Government Bureau / Departments (B/Ds) or enterprises. Step II) Application of BPR to redesign the existing business processes with the help of the BPR methodology and guideline principles. Step III) Simulation of the redesigned business processes with workflow model simulation tool. Step IV) Performance measurement, comparing and discussing the existing and re-designed processes. Apart from the enabling technology and BPR methodology, there are other factors affecting the realization of e-government - for example, organization changes, political and human issues, reluctant to change, sticking to the obsolete mindset, and so on. These human and political issues are important, yet they are not within the scope of this dissertation. This study aims at recommending how to leverage the current Information Technology and to apply the "Ready to launch" business models to the redesigned workflows.en_US
