Abstract: This research describes an investigation on the effectiveness of outsourcing domestic and transportation (D&T) services, this is one of the facility functions in public hospitals that such an initiative could focus on mainly for cost reduction, greater management freedom and quality. The literature review identifies the growth of contracting out in the United State of America and the Western Europe and it was found that contracting out in the public sector were mostly emerged from increasing financial constraint and dissatisfaction of services. It is believed that the lack of competition and increasing salary has made public services delivery more expensive. The public sector reform of the HKSAR government, generally follows the similar footstep as the Western countries, this introduces contracting out as a measure to reduce cost, enhance efficiency as well as contain staff growth. Interviews were carried out to collect empirical data and information from five public hospitals. The cost effectiveness and the impact of outsourcing on quality of D&T services were examined. The structured interview enables the study of motives, feelings and ideas towards outsourcing ot D&T services in public hospitals. The research revealed that there is a general consensus that outsourcing of D&T services is more cost effective when compare with the in-house services. The outsourced services are of consistent quality. The perceived saving by outsourcing is around 30% which is found to be affirmative. This is regarded as the norm by public hospitals. The quest for cost reduction by outsourcing of D&T services is noticed in the study. The finding of this research support the hypothesis, that is, outsourcing of D&T services is more cost effective and of a consistent quality. Disposal of existing manpower, future growth of competitive service providers and the Hospital Authority's corporate objective in this respect are factors affecting the success of outsourcing of D&T service as perceived by public hospitals.
