Abstract: Reliability Centred Maintenance (RCM) policy is aimed towards the prevention of critical failures, assessed as such on the basis of the cumulation of seriousness and frequency of the events in question. The study on Track Rail Points system focuses on cost effects with regard to equipment and the network. The probabilistic approach applied, combined with the sub-sections site relative value index, has allowed criticality to be taken into consideration. Moreover, the analysis and management of basic tasks, by evaluating efficiency against the criteria of criticality, cost and operational discomfort, have made it possible to concentrate more accurately on improvements in terms of dependability. Points are the safety critical railway signalling equipment, required to operate in fail-safe mode. These equipments currently make up for a significant ratio of failure statistics related to train service delays due to signalling problems. Since Point system is a large scale of similar assets, the problem to apply RCM is how to determine the template and collect the appropriate maintenance information. The sections site relative value index will provide the weighting of different Point locations and enhance the precision of predictive maintenance in RCM. It based on eleven factors, such as linkage with Rolling Stock section. A comprehensive and precise template can that be established by this site relative value index. The great amounts of time and effort on the RCM analysis can be reduced. We use John Moubray's RCM-2 (1988) process to analyse the context in which the asset is operating, and then completes the RCM Information and Decision worksheets. Total 120 elementary components, 300 failure modes and 250 tasks have been identified and analyzed. The nature of point failures and outcomes of the RCM analysis work are discussed. The Point model is well defined and the critical components are identified. There are over 22 percent and 10 percent reductions in preventive maintenance cost and corrective maintenance cost respectively. Also the impacts on system availability, maintenance time and spares holding will be addressed. In addition, the information worksheets and decision worksheets of RCM-2 can form the basis for further maintenance development, such as expert system. An expert system called Control and Monitoring System is studied to provide the intelligent facilities, management information from the point of views of Line Controllers, Train Operators, Maintenance Workers and managers. Subsequently, the system reliability and quality of service to passengers can be improved.
