dcterms.abstract | In the field of world economy, the telecom industry and the more abroad concept of information industry has exceeded the automobile industry to be the No.l industry. And the function of the telecom industry has changed fundamentally too, from merely meeting the public demand for basic communications to acting as the necessary instrument in people's economic, cultural and daily life and the important means for people to know more about the outside world. The telecom industry has become more and more important for the economic development in the world and in each country, for national sovereignty and economic security, and has been emphasised increasingly by all the governments. As a sunrise strategic industry, the status and role of telecom regulation has been the focus of concerns and studies in recent years. When the public demand for telecom services can hardly be met with only the market as the driving force, the regulator has to play its role to ensure that the disadvantaged group has equal access to telecom service and that the telecom network serves the public with security and high quality. However, telecom regulation must be transparent,highly efficient and neutral. The objectives, contents and measures of telecom regulation must be adapted to the changes of the telecom markets. As the largest developing country, China is undergoing the transition from planned economy to market economy. As a result of the 20 years' reform and opening up, China's telecom industry has made eye-catching progress, and has acted as the leader in the development of national economy and organizational reform. Particularly in the first several years of the 21st century, the telecom industry became one of the fastest-growing industries, despite the depression of the whole telecom industry around the world. Many scholars concluded that China's telecom industry is forging ahead like a dashing carriage with technical advancement and government regulation as the two wheels. This, in turn, proves the effects of the policies adopted by the Chinese Government in emphasizing legislation, introducing competition and strengthening regulation in recent years. With the fulfillment of China's commitments to the WTO and the formation of a new pattern in the telecom market, the telecom regulatory authority must accurately redefine its objectives, contents and measures of regulation. The nurturing of significant regulatory policies must be supported by systematic theories and practices. For that purpose, this paper provides a qualitative and quantitative analysis of the impact of telecom regulation on the development of China's telecom industry as well as related impact mechanisms by studying thoroughly theories of the regulatory economics and theories related to regulation and development of the telecom industry, and by analyzing the policies of telecom regulation in several countries including China as well as the outcomes of such policies. This paper also uses the statistics data released by the Ministry of Information Industry and State Statistics Bureau of China from 1993 to 2004 to describe and validate the impact of deregulation or strengthened regulation on the development of telecom industry. Finally, on the basis of quantitative and theoretical analysis, this paper provides recommendations on the future direction of telecom reform in China and puts forward future-proof telecom regulation policies. Analysis in this paper is interrelated, goes deeper with each step forward and shows clear perspectives of the author. The paper contributes in the following two aspects: On the one hand,it comprehensively and profoundly analyzes the true connotation of deregulation and strengthened regulation, and defines the comprehensive connotation of telecom development from the perspectives of economic benefits and social benefits. By studying thoroughly the theories, both home and abroad, of telecom regulation and telecom development, and by analyzing the practices and outcomes of telecom regulation and telecom development in several countries ( including China), the paper defines some of the key concepts, including telecom regulation, the intensity of regulation, the indicators related to economic benefits and social benefits. On the other hand, this paper creatively puts forward and thoroughly analyzes the impact of deregulation or strengthened regulation on the development of various aspects of China's telecom industry. This paper tries to explain qualitatively that the development of the telecom industry is closely connected to the policies of telecom regulation by establishing a conceptual framework. This paper examines the prominent impact of telecom regulation policies on the level of telecom development and related inter-working mechanisms, particularly in the political and economic environment with Chinese characteristics. Meanwhile, the paper uses secondary data to further testify the impact of deregulation and strengthened regulation on various aspects of China's telecom industry The main conclusion of this paper is that, when other factors being equal cereris paribus, deregulation promotes the development of the market and increase economic efficiencies; while strengthening the regulation may help increase social welfare. So the government should make proper regulatory policies on the basis of the main targets to be achieved in different periods of development. When we try to motivate the market development and increase economic benefits, we should also take the broad social objectives into account and try to balance social welfare and economic efficiency. The main contribution of this paper lies in that it fills the gap in the studies on China's telecom reform and telecom regulation theories as well as telecom development policies through the above analysis and innovative conclusions. It provides a theoretical basis for the direction of China's telecom reform and telecom regulatory policies. Therefore, it is of theoretical and realistic significance to the further healthy development of China's telecom industry as well as rational and efficient regulation of China's telecom market. | en_US |
