dcterms.abstractCivil engineering capital project is a very substantial capital investment. There is a definite need, both for the customer and the designer, of a planning tool that can assure the quality of service in the planning and design of a civil engineering project especially that the service is a 'buy-in-advance' one. Quality Function Deployment (QFD) is a very successful planning and design tool that is often used in the manufacturing industry. Through series of matrices called 'House of Quality', QFD can enhance customer satisfaction by prioritizing the customer's requirements and maintaining them through out the planning and production process. The objective of this dissertation is to explore the applicability of QFD in the civil engineering project planning process. This is done inductively by reviewing the QFD methodology and the civil engineering project planning process. By merging the two together, a QFD model with an application template is developed for the project planning process. The template concentrates at the six primary project planning objectives, i.e. Scope, Budget, Schedule, Land Requirements, Technical and Safety Requirements, and Statutory and Environmental Requirements. To verify and demonstrate how the QFD model works, data are obtained from two real life projects and are feed into the template for back analysis. This dissertation is further reinforced by unstructured interviews with experience professionals in the field to discuss the QFD application in the civil engineering planning process. Valuable views on the subject are shared. Base on the findings and observations in this Study, it is concluded that QFD can be applicable in the civil engineering capital project planning process to enhance the service performance. QFD can serve as a road map in the project planning process to keep track on the requirements to promote customer satisfaction; to eliminate human errors in the process; to facilitate good communication across the hierarchy; as a tool for evaluate project alternatives; and as a tool of sensitivity test. The work of this Study is just at the very beginning of the subject and there remains plenty of room for further researches to explore more on the use of QFD in the civil engineering field.en_US
