Abstract: The Hospital Authority is dedicated to improve the management of the public hospital system. Organization transformation and development was one of her strategies to entail a new management culture in the system. Throughout the years, she has introduced a number of schemes to change the working culture of its over 48000 workforce. One of them is a comprehensive staff orientation system that aims at improving the quality and speeding up the employee socialization process. However, the effects and benefits of the system have never been systematically studied. Thus, it is worth studying into details whether the staff orientation system could help solve some human resources issue - absenteeism. The research starts off with a hypothesis that staff orientation can reduce absenteeism in the employee's first year of service. The effect of human capital is also taken into consideration when forming the research model and other related hypotheses. A negative correlation between staff orientation and absenteeism is documented from a cross-section study on the sick leave in the initial year of service among the participants and non-participants of staff orientation program. It is further found that this regularity is shifted when human capital passes some threshold level. Staff with higher education level tends to take more sick leave after they have joined staff orientation program. Generalization of the model and management implication has also been covered in the research. The factors for conducting further research have also been out1ined. Absenteeism is an important human resources issue to many organizations, especially the labour intensive category. While employee socialization is a key issue to organization development, this research should have inspired some thoughts on these two areas.
