Abstract: Since the opening up of the Mainland in the 1980s, Hong Kong enterprises, leveraging the low costs there, have expanded their scale of production and enhanced their competitiveness. As a result, a large amount of industrial premises have been made surplus and redundant. It would be a waste of scarce land resources if they were simply left it vacant. To tackle the problem of abandoned industrial land in Hong Kong, the government introduced a property type that was called 'Industrial/Office' building in 1990. This property type has been welcomed in the market in the first inception. As per data obtained from Planning Department, Industrial/Office development reached its peak in 1994 with 84 approved section 16 applications. In recent years, this government initiative is gradually slowing down with only 4 approved section 16 applications in 2000. Under the current government policy, it is a must for the affected owner to pay land premium for modification of industrial uses to other uses. Based upon the consultation paper of proposed 'Business Zone', problem of key concerns in land premium is quoted as follows: 'The current government policy on land premium would make the proposal unattractive. Unless there is a change to this policy, industrial landowners would unlikely switch to business uses. This study focuses to evaluation of major factors affecting revitalization of abandoned industrial land in Hong Kong. The practical investigation was conducted through questionnaire survey and feasibility study for examination of these factors. The problem of abandoned industrial land due to economic transformation is not unique to Hong Kong. Many large cities have encountered similar problem as well. Thus, it was good to learn from their experiences. The analyses on survey, feasibility study and international experience of similar problem not only result in the identification of major factors affecting abandoned industrial lands in Hong Kong, but also provide the basis on that the measures to tackle the problem as well.
