dcterms.abstract | Traditionally, Hong Kong electronics industrialists are quality conscious. Starting in 1987, the goods sold to European countries could be ISO 9000 certified. Quite a lot of Hong Kong electronics company planned to implement ISO 9000 quality system in their Hong Kong plant and its subsidiaries in China. In these years, many manufacturers have shifted their operation to China. Due to different cultural and educational background between Hong Kong and China, it is interesting to study what kind of approach is suitable to be used in China plant. Top-down (bureaucratic) approach is being used in implementing ISO 9000 system in China at this moment. This approach is useful in China environment as people tend to listen to instruction from superior and will not challenge the management decision. However, there is something new or problem occurred in the process everyday. The management cannot foresee what the problems are in the production. His instruction to operation may be workable but the operator may need to spend more time to complete it. Hence, feedback from front line is very important. It induces bottom-up (democratic) approach, which encourages front line people to give comment and suggestion to management through some channels. This approach may slow down the process because quite a lot of decisions should be made by management. Due to lack of sufficient quality concept, the local employees cannot use this approach at this moment until the operators are mature enough. Some are using the 'in-between' approach for implementing quality system. When tackling the strategic planning and company policy, the management will inform the subordinate directly. For the problem occurred in production line, a channel should be set up so that people can feedback to management for requesting resources or instruction to solve the problem. This study also review the philosophy of ISO 9000. The main reasons of applying ISO 9000 are to promote the image of company and satisfy the customer requirement. The major problems during implementation are training the staff about quality and motivating the staff to participate. All the respondents agreed that the system is helpful in maintaining quality of products in China. Moreover, they claimed that setting up ISO 9000 system in electronics company in Hong Kong is easier than that in China. Three fourths indicated it is more difficult to implement ISO 9000 if not having application experience in Hong Kong. Consultancy service is also needed for some China plants to get an effective way to apply and implement ISO 9000 quality system. Some other quality management technique like Statistical Quality Control (SQC), Total Quality Management (TQM) and etc. are being used or planned to use in the plant later. Also 88% of the response reported that it is worth applying for ISO 9000 certification nowadays. | en_US |
