dcterms.abstract | The Government of the Hong Kong Special Administrative Region (HKSAR) has taken the lead to adopt outsourcing in information systems vigorously. The estimated value for projects outsourced on 1999-2000 would amount to $460 million or 50 % of the total IT spending of the Government. With the substantial amount of public money involved and the diffusion effect triggered by the Government's steer in comprehensive outsourcing, the information technology industry in the HKSAR is brought to a new arena. This study is to identify the success factors for information systems outsourcing in the context of public organizations of the HKSAR. In view that there is no systematic account on the accumulated experience of information systems outsourcing in the public organizations, a questionnaire survey is conducted to collect the empirical information of the outsourcing organizations and external service providers. Also, the study is targeted to identify the goals for information systems outsourcing. One of the key findings is that major goal for outsourcing in the public organizations is different from that of the private sector. A success model is built up specifically for information systems outsourcing in the public organizations and six critical constructs for success are described. The proposed model can be useful to researchers in understanding the divergence of IS environment in two different types of organizations. Also it can be helpful to the practitioners in making strategic plan and taking the appropriate action on issues concerning information systems outsourcing. | en_US |
