Abstract: Steaming multimedia applications are becoming increasingly popular in the Internet. Among all transportation mechanisms, layered multicast is one of the best choices to deliver multicast multimedia data in the Internet. However, there is significant concern about the effects on co-existing between TCP and layered multicast. Lack of an effective and "TCP friendly" congestion control is the main barrier for the wide-range deployment of the layered multicast applications. In this dissertation, I design and evaluate an end to end congestion control for layered multicast. I propose two new congestion controls for layered multicast - Middle Layer Dropping (MLD) and Entire Layer Dropping (ELD). To make MLD and ELD "TCP-like", MLD and ELD simulate the behaviors of the TCP congestion windows. Moreover, MLD and ELD introduce a "router assistance" factor to improve the intra-fairness among the receivers. I also examine both MLD and ELD through simulations. The simulations reveal that both congestion controls do illustrate the TCP fairness properties.
