Abstract: Quality culture has been increasingly concerned on its support to Total Quality Management (TQM) adoption and sustentation. In order to reap the benefit and competitive advantage through TQM implementation, today's organizations should shred the spot light on instituting the right quality culture. This research reviews the key concepts from literature on the required quality culture factors that are essential for successful TQM implementation. An instrument for measuring the presence of quality culture in terms of quality culture concept and behavior was developed. An empirical study using the instrument was conducted to a service company in Hong Kong. How the results help to locate areas for improvement in quality culture is demonstrated. It serves as a useful demonstration for those companies either planning or wanting to sustain the implementation of TQM paradigm by means of culture alignment in their companies
