Abstract: Budget cost estimation for tender bidding is the most vital task for building services contractors and main contractors. However, today's information technology cannot help cost estimators because most tender documents are available on paper only. Converting paper data into computer data is time consuming and cannot be completed in time within the normal tendering period. In reviewing current methods of cost estimation and tender preparation it was found that most designers adopt object-based modelling to prepare tender drawings in the form of electronic blueprints, but quantity surveyors are unable to extract bill-of-quantities (BQ) data directly from the electronic blueprints. In an integrated design environment with applications of AutoCAD, AdCADD, Excel and WinWord, BQ data can be extracted from electronic blueprints to form an electronic BQ, which may then be embedded to a word processing file containing the tender specifications. By applying the techniques of dynamic data exchange, object linking and object embedding, all three parts of a tender can be read in a single file. Thus 3D object-based modelling technique may be employed to increase the accuracy and speed of BQ measurements and budget cost estimation.
