Abstract: This dissertation is the result of in-depth interviews, vigorous research and an extensive literature review. It is an effort to develop a benchmark, focused on the office building stock in Hong Kong, using a grading system that makes the descriptive narration of a 'Grade A Office Building' meaningful and measurable. The grading system as developed in this dissertation is the result of analyzing and ranking the various attributes - the metrics, in an office building that interface and interact with the users/occupants. The attributes selection is based on readily or published information of any office building in Hong Kong. This information forms the bases of the building evaluation and requires the least participation of expert evaluators or extensive data collection and analyzing processes. As user interfaced with the building and their need must be addressed, further analysis orientates around the expectations and needs of the users/occupants - the matrix, is established. Three case studies conducted using the metric and matrix grading system provide evidence and support of the grading system in terms of quantifiable building performance and the subjective qualified score based on generic needs. The resulting benchmark can be the design and facility management benchmark of a new generation of sustainable quality office buildings within the Hong Kong context that is compatible to any international standards. It is to become the standard qualification for any 'Grade A Office Building' in Hong Kong. Through impartial evaluation the score achieved by a new or an existing building under this proposed grading system is the credential of quality. It provides a framework for office building development that endorses workplace innovations, user-focused building designs, quality facility management and energy efficient building automation technologies. Such a benchmark can help property developers for the 'Grade A Office Building' market to build what is needed by their current and future tenants and through customization, increase the overall competitiveness of Hong Kong as a commercial and information hub in Asia. The proposed grading system and the resulting benchmark meets what office tenants want in the 21st century in line with Hong Kong's move to a 'knowledge-based economy through innovation and technology' (Tung, 1998).
