Manpower of speech therapy in Hong Kongen_US
Planning speech therapy service was difficult as the size of the speech, language and swallowing disorders, pattern and level of service and input of Speech Therapist were unknown. This study reviewed the size of the disabled population in Hong Kong for 1995 - 96 according to the client groups using actual incidence reporting approach and followed by the attempts of determining (1) what pattern and level of speech therapy was providing, (2) how many Speech Therapists were required to provide this pattern and level of service, and (3) the number of professionals needed in 5-year's time i.e. 2002. The findings of the study suggested that the total incidence of speech, language and swallowing disorders was 502.7 per 100,000 population in 1995 - 96, and under the present pattern of speech therapy provision, 319 qualified Speech Therapists or 5.27 per 100,000 population might be required. The number of professional would be slightly decreased to 315 or 4.92 per 100,000 population in 2002 due to changes in the demography especially the larger shrinkage in young population. With the existing rate of increase in number of practising Speech Therapist, a shortfall of 132 professionals was expected in 2002. However, it was criticised that the projection of population for the children group was conservative. The influx of new young immigrants from the Mainland China after 1st July, 1997 was expected to be even greater. In conclusion, the study discussed that solutions to the current problem of shortage of Speech Therapist had to come from the demand and supply sides of the speech therapy service. Apart from increasing the in-take of student in the training institution and number of post in different service sectors, use of Speech Therapy Assistant could alleviate the issue of shortage of manpower. Together with conducting of treatment effectiveness and efficiency evaluation researches could further improve the quality and cost-effectiveness of the service in Hong Kong.en_US
