dcterms.abstractTo respond the shortcomings, the objective of this study is to develop a measurement system for subcontractors selection and evaluation. A proper measurement mechanism does not only provide an objective measure to subcontractors but also act as a tool to improve the subcontractors' quality performance and business relationship with principals, especially for small or medium sized establishments which may not possess the knowledge to develop a system themselves. The sweater industry is selected because it is the major sector of the Hong Kong apparel industry. It contributes over 40% to the domestic export in textiles and clothing. One of the industry characteristics is its production strategy of subcontracting in the region. The industry employs many subcontractors to expand its production capacity and to solve the seasonal demand. With the contact with industry people, it is known that managing subcontracting is their major operation task. There are many problems, e.g. late delivery, poor quality, nonconformance, short shipment, etc., they encounter are initiated by subcontractors. The industry study for this dissertation was conducted in order to identify the critical and essential criteria for selecting and evaluating and its effectiveness. It was consisted of three parts: (1) sweater manufactures interview, (2) industry survey, (3) sweater industry buyers interview. After the industry study was completed, two models for subcontractors selection and evaluation were proposed respectively. Then an evaluation of the feasibility and limitations of the models was followed. The feedback from the industry highlighted that these models provide the framework for a systematic and objective measurement to their subcontractors. The grading guidelines for qualitative criteria is comprehensive and useful. However, the mathematical expression and industry people education background may annoy them implementing the system. To solve it, it is recommended to program the models and to arrange seminars and workshops to explain how to manage these measurement tools.en_US
