| Abstract: | Organisations both in private and public sectors worldwide are faced with the challenge of transformation and the need to reengineer the business processes in order to deliver efficient and cost effective services, information and knowledge through information and communication technologies. The development of information and communication technologies catalysed the adopting of the E-commerce concept. E-Procurement is a new phenomenon that little research has addressed the impacts it has on organisations, especially in the public sector. This project report intends to illustrate the process and impacts on the implementation of E-Procurement system in a public-funded tertiary institution in Hong Kong. Recently, the government-funded organisations in Hong Kong have been facing big challenges for huge funding cut. The major financial source for these organisations comes from the Government, hence they need to take appropriate measure to rectify the situation. The impacts of E-Procurement system on a Government-funded institute is studied in this project, principally examining issues on cost reduction, business process efficiency and customer satisfaction. In this research project, a survey is conducted to collect the views and comments from the purchasing practitioners, users and non-purchasing practitioners on the implementation of E-Procurement system. The purchasing process improvement is the basis for the successful implementation of E-Procurement system. A qualitative study as well as a quantitative study were conducted with the Institute in order to explore the possible impacts of the E-Procurement on the Institute. The preliminary findings show that positive impacts would be generated for the implementation of E-Procurement in the Institute. |
