dcterms.abstractOver the past few years, Geographic Information System (GIS) has been widely used by the government departments and private organizations to support their daily operations. For instance, the Highways Department uses the "Utility Management System" to coordinate road excavation works. Tourist Association uses the "Computerized Map Enquiry System for Tourists" to promote the tourist industry of Hong Kong. However, the development of these GISs are lack of coordination and the geospatial data to support these systems are created and managed by different organizations in a loosely couple manner. The data are very often duplicated and it is common that data generated for one specific application cannot be integrated to the others. This kind of wastage of community resources could be saved if there was a National Spatial Data Infrastructure (NSDI) which made sharing of geospatial data amongst government departments and private organizations more easier. This thesis reviews the development of NSDI in United States, Australia and New Zealand. Based on the experience from these countries, the writer has proposed a conceptual spatial data infrastructure model (HKSDI) applicable to the Hong Kong environment. As a part of the HKSDI, a LIC Clearinghouse Node is set up to contain metadata from various government departments and private sector organizations. The first step to achieve this ultimate goal includes the compilation of a Federal Geographic Data Committee (FGDC) compliant metadata for the Basic Mapping System (BMS) of the Lands Department. The LIC clearinghouse node is hooked up to the FGDC Clearinghouse to support efficient discovery and retrieval of Digital Geospatial Data. The results offer a precedence for the setting up of similar data infrastructure of GISs of the other government departments and private organizations in Hong Kong. During the process to prepare the BMS metadata, the writer has critically evaluated various metadata tools like Document.aml, Fgdcmeta.aml, Xtme and mp downloaded from the Internet to test their functionality and application on Unix Arc/Info platform. Enhancement is made to some of the tools to streamline the metadata preparation procedures. Finally, other administrative and technical factors like the organization behavior, technical constraints, legal consideration and economic benefits which lead to the successful implementation of the proposed Hong Kong Spatial Data Infrastructure are also addressed.en_US
