Abstract: Presently, spatiotemporal data management is a hot spot in the CIS field. Many researchers have carried out the relevant studies on it. The corresponding data model and architecture have been proposed in the literature. However, due to the amount of spatiotemporal data is generally very large, so, how to efficiently realize the management of the spatiotemporal data in a certain database environment is still a question. Moreover, with the increase of the total amount of spatiotemporal data, we also need to select a more powerful database as its management platform. In this dissertation, first of all, how to use PostgreSQL to manage the spatiotemporal data efficiently will be analyzed mainly from two aspects, i.e. data model and architecture. Then, for solving the problems of the spatiotemporal data management better, especially the spatiotemporal uncertainty which results from the spatiotemporal data sampling, the Fuzzy District Methodology will be proposed in this dissertation, which mainly depends on the selection of different spatiotemporal granularities, to manage these data, and further do some estimation. In this methodology, the Temporal and the Spatiotemporal 9-Intersection Models will be proposed, the corresponding data model which is suitable for the management of the uncertain spatiotemporal data will be designed, and the Optimal Square Approaching of Discrete Data algorithm will be adopted to carry out the estimation of the uncertain spatial coordinates and the uncertain time instants. Finally, combining with an example, "Hong Kong 18 Districts Council Election", on one hand, the fundamental spatiotemporal data management will be realized in PostgreSQL environment. On the other hand, based on the idea of Fuzzy District Methodology, the effective solution of the uncertain spatiotemporal problem in PostgreSQL environment will also be realized.
