Abstract: | An asbestos investigation of 100 schools including different types and ages was carried out. 76% of the schools were found to be containing asbestos-containing materials and some of them were built in recent years. Among the identified asbestos-containing materials, lift brake lining, chalkboard and floor tile asphalt adhesive are the most common identified asbestos-containing materials. As a matter of fact, asbestos-containing materials have been prohibited to use in new government buildings and extension and alteration to existing government buildings since 1986. The asbestos-containing materials identified in schools built in recent years are teaching equipment and accessories. They are usually purchased through school management after the completion of construction work. As there are no requirements on checking the present of asbestos in purchased materials, asbestos-containing materials are therefore still present in new school building. Each identified asbestos-containing material was evaluated individually based on its condition, asbestos content and level of fibre release. Most of them are in good condition and no immediate hazards to school users. Ambient air asbestos concentrations around the asbestos-containing materials were measured and found to be less than 0.01 fibre/ml of air within clearance level. No immediate hazard to school users is found. In order to find out the most appropriate response action to the asbestos-containing materials, each response action was reviewed and an invitation was sent to EPD registered asbestos consultants and contractors for quotation. It is estimated that on average HK$72,978 is required for removal of all asbestos-containing materials in a school and HK$10,000 is required for implementation of O&MP per school per year. The selection of appropriate response action for each school is unique and depending on its situation. A guideline was provided for school management in selection of appropriate response action. |
