dcterms.abstractConstruction quality has been a typical problematic area in the Hong Kong construction industry. Quality failures have been observed as a common feature in the local construction, which are identified in this study as the major reasons causing time and cost overruns in construction projects. In fact quality failures have extended from general finishing works to structural works, which jeopardize the safety of the buildings. Typical example is the recent piling scandals in the housing estates, which have rendered the Housing Department to put on hold of the sales of the residential flats, and few of those residential blocks have to be demolished and rebuilt. Over the past decades, the public in Hong Kong has been condemning and criticizing the poor quality of housings both in public and private sector developments. There are numerous causes that give rise to the construction quality problems, but one of the important causes considered is the loose-controlled application of the multi-tier subcontracting system in the industry. Existing research works have investigated various types of causes leading to construction quality problems. Nevertheless, it seems that not much research work has been done in analyzing the construction quality problems caused by the multi-tier subcontracting system. This study has found various types of adverse effects of the practice of multi-tier subcontracting system in the local construction, including high rework costs, maintenance costs, social costs an others. There is an increasing demand from the public, the industry and the government for the review of the existing subcontracting system, thus strategic measures can be taken in order to restore the confidence of the public to the industry and restore the reputation of the industry. This study focuses on identifying the causes of adverse effects due to multi-tier subcontracting system practice. The practical investigation was conducted through questionnaire survey and interview discussion for examining these causes. The analysis on the survey data not only result in the identification of major causes of adverse effects of multi-tier subcontracting practice, but also provides the basis on which the measures for improving construction quality in the application of subcontracting is developed for future reference by the construction practitioners in the local construction industry.en_US
