| dcterms.abstract | This paper reports on a case study undertaken in the Housing Department on its implementation of a corporate strategy which focuses on improving Quality. The Construction Branch of the Department is committed to improving Quality through the development and implementation of Quality Assurance that complies with ISO 9001. In the report, various quality initiatives taken by the Branch are outlined. Concepts on quality, quality assurance, quality management maturity and total quality are discussed. The drive for quality has triggered off substantial organizational changes to the Branch. New systems and procedures require changes in traditional practices in day to day operations. A survey was conducted on the senior and middle management to obtain their views on the change. Opinion on various aspects of the new system are solitisted such as the Quality Management system, PASS and MASS and Internal and External quality. Views on management understanding of Quality Assurance and quality management maturity are collected as well as staff training needs and Total Quality Management. Implementation problems are identified and discussed. The soft issues and the human resources dimension of quality are highlighted. The need to sustain continuous improvement in quality is emphasised. At the end of the report an approach to further develop quality improvement in the Branch is recommended. | en_US |
