dcterms.abstractThe Hong Kong electricity supply utilities have enjoyed relative stability, despite sweeping industry changes worldwide. Stability is maintained through government agreements-subject to satisfactory utility performance. But performance standards, and customer expectations are rising. Radical changes in other industries, and Hong Kong's historic July 1997 transition, suggest a potential turbulent business environment ahead. To address the challenges of change, China Light & Power (CLP), has embarked upon a comprehensive change programme. An innovative component of the change programme is the design and implementation of a computer-based Decision Support System (DSS) for CLP executives and senior managers. Objectives of this DSS are to facilitate and develop strategic thinking and decision making to help CLP change with the changing business environment. The DSS application concept discussed, integrates executive information system (EIS) type custom built components (internal and external business intelligence), with sophisticated commercial DSS software tools for decision and business scenario modeling. A user-seductive, 100% mouse driven custom built graphical user interface delivers the DSS to CLP executives and senior managers. DSS design issues are presented, and development prototyping experience gives an account of both custom modules implementation and commercial DSS decision modeling tools usage (facilitated by DSS builder). The DSS demonstrated useful support for the change programme, and a pilot study and evaluation measured user satisfaction with the DSS, using a custom designed attitude survey. A high level of user satisfaction from most DSS users resulted. Study conclusions are that the DSS can facilitate strategic thinking and decision making. Recommendations to continue with and enhance the DSS are made. DSS next steps are proposed, including executive support for building of dynamic business simulation models.en_US
