Abstract: | Using the Data Envelopment Analysis (DEA) approach, the dissertation examines the efficiency status of Chinese airports, and analyses the primary causes of the airport inefficiency through benchmarking. Based on the empirical results, the dissertation provides policy suggestions on efficiency improvement for Chinese airports. After a systematic review of the relevant literature, the development process and operation situation of the Chinese civil airport industry are introduced, and an efficiency analysis framework of DEA is then established. A sample of 80 airports in mainland China during the period 2001-2005 is examined using the benchmarking method based on DEA. The empirical analysis is carried out in 3 parts. Firstly, the technical efficiency, pure technical efficiency, scale efficiency, and returns to scale of the sample airports are calculated using the Constant Return to Scale (CRS) Model and the Variable Return to Scale (VRS) Model based on the DEA framework, and some general evaluations are made. Secondly, the operational data of the sample airports are then categorized by the cluster analysis and the sample is divided into three distinctive groups which differ from each other significantly in terms of the operation characteristics. Descriptive analysis and efficiency comparison are carried out for each of the groups. Finally, the cross-efficiency for each group is calculated using the cross-efficiency DEA model in order to determine the benchmark airport for each group, and the efficiency gap analysis is employed to those inefficient airports with a view to determining the causes of inefficiency and paths for improvement for each group. The evidence shows that the total efficiency of Chinese airports is relatively low and can be enhanced significantly with the appropriate implementation of inefficiency improvement measures. In particular, the pure technical efficiency of the sample airports is very low while the scale efficiency also relatively low but increases over time. Therefore, the efficiency improvement for the Chinese airports mainly comes from the pure technical efficiency improvement. That is to fully utilize the existing production resources rather than to adjust the operating scales. As for the airport groups, the efficiency improvement has to concentrate on the pure technical efficiency for the first and second groups, and on the scale efficiency for the third group. In addition, as the return to scale analysis shows that the sample of all airports demonstrate an increasing return to scale, which implies that the Chinese airport industry could realize a great efficiency enhancement through increasing the operation scale if the demand for aviation service is price elastic. The policy suggestions of the study include: 1) The efficiency of the Chinese airports can be enhanced by operation improvement, i.e. by fully utilizing the existing production resources through increasing the managerial competence and effective decision makings; 2) The operation scale of the Chinese airports can be expanded to a reasonable extent, and the input composition can be optimized by increasing the investment in working capitals and reducing the investment in inefficient fixed assets and labor; 3) The government should take the characteristics and strategic development directions of specific airports into consideration when regulating the airport industry, and applying different regulations to different groups; 4) The industry authority should allocate resources accord to the efficiency status and inefficiency causes of the airports; 5) The airport authority should improve the total efficiency of Chinese airports based on the results of benchmarking analysis and adjust its long-term as well as short-term operation strategies. |
