dcterms.abstractMost of the research in the Property Project Management, would only concentrate in the investigations, findings about the time, cost, quality aspects, procurement system and contract packages. Little research had been made about the other aspects in the control of the development process. In fact, the whole development process is very complex, and the objectives of the projects vary one by one. There are many other variables, which may be more important to look after other than the traditional time, cost, quality. Hong Kong is a commercial society, whereby every investment is under this basic criteria. This is no difference as for property development, which also operate within this context. The writer had participated in property project development for years, and discovers that the commercial environment is always neglected or overlooked by the management of the companies. In fact the impacts of this aspect is very important. This arouse the writer's interest in the research of this area. The main areas of research are to assess the impacts of commercial environment to the effectiveness of project development. The recent Asian Financial Crisis had caused a very great impact to the Hong Kong Property Market, and confirmed that the commercial environment, aspects should be well considered. This dissertation intend to expose to a new area of research, which would be more meaningful in the coming new century of year 2000. In the research, I would first discuss the importance of commercial environment to project environment. This would include the Micro, Macro analysis; and then illustrate the elements of commercial environment. Then I would review the functions of the project team towards commercial aspect. Thereafter the major commercial criteria in project development and the applications of commercial criteria is discussed. Therefore, the basic framework of commercial aspects for project development can be established. Afterwards the impacts to the effectiveness of project development is discussed. In order to gather a more comprehensive viewpoint about this aspect, a very detail questionaires were issued to professionals in the industry, and the results were analysised. Also case studies were Asian Financial Crsis and a rezoning application are used to illustrate the influences of commercial aspects. Finally, conclusions and further quantitative indicators of commercial environment and effectiveness are discussed.en_US
