dcterms.abstractThe intention of this study is to explore the Internetworking settlement methods of China Internet backbone from the point of network value as well as provide the governments with policy recommendations to improve the developing environment of China Internet. It is studied by analyzing the existing problems in balance of interconnection charge of China Internet backbones and a comparison research between internetworking settlement model and policy. This research based on the results from both domestic and international researches while combine with China's current practice, raises the issue of internetworking settlement policy of China Internet backbones from the point of network value which is of signficient academic and practical interest. It is started with a survey on current situation and theoretical research on domestic and foreign internetworking settlement policy, comparing and analyzing internetworking settlement model, policy and methods. A new method of internetworking settlement is offered from the point of network value. In the discuss of internetworking settlement based on network value, Delphi Method is used as a tool to generate opinions from professionals on the core factors that influence the China Internet backbones. An internetworking settlement model is established to give methods and policy recommendations to internetworking settlement of China Internet backbones. The main contributions of this study are: Firstly, through a comparison research between internetworking settlement model and policy, to analyze the existing problems in balance of interconnection charge of China Internet backbones and give recommendations to internetworking settlement of China Internet backbones. Secondly, study the value of China Internet backbones with Resource-based View (RBV) and evaluates the Internet backbones value through inner resource. Thirdly, conduct application of Delphi method and Analytic Hierarchy Process mothod (AHP) into the evaluation by data support. Finally, build an internetworking settlement method based on value, to offer theoretical supports to the research on internetworking settlement.en_US
