dcterms.abstractNowadays, Hong Kong manufacturers are keen to move away from labor-intensive production into the production of high-value-added products in order to survive in the world-wide quality competition. ISO 9000, as a series of internationally recognized quality assurance system standards, is obviously the most reliable proof to show customers the manufacture's capability in controlling quality. This study takes a typical manufacturing company in Hong Kong which has a manufacturing plant in Guangdong and has decided to go for adopting ISO 9001, as a case to analyze its existing operations and employees' attitudes in order to obtain a pre-ISO 9001 quality baseline and to formulate a suitable implementation process for the company. The key elements for preparing ISO 9001 implementation include (1) developing quality goal and policy, (2) developing quality system framework fulfilling ISO 9001 requirements, and (3) preparing documentation. An initial quality assessment is an effective way to sort out all existing nonconformances and potential weaknesses (or so-called 'major' and 'minor' nonconformances) with respect to the ISO 9001 requirements. The resulting checklist can be used to plan for systematic implementation of the new quality system. Besides the element by element analysis, it is also important to carefully consider (1) group process behavioral effects, (2) possible sources of resistance in different phrases, and (3) distinctive Chinese cultural impacts which may affect the implementation process. It is emphasized that commitment from the top, goal setting, employee involvement and the role of front-line supervisors are crucial to the success of the group dynamics during implementation. Proper training, communication, management recognition and support, and conflict handling are different tactics to deal with resistance. Management should also take care of the generic incompatibilities between the western style ISO 9000 management system and the Chinese traditional Confucian values, and make use of the strong group orientation of Chinese employees properly.en_US
