Abstract: Hong Kong is entitled as the world's leading toy exporter in the past decade. In order to keep up with the low cost competition, manufacturers progressively relocated their labor-intensive processes to China Mainland since mid '80s while Hong Kong's role is shifting towards quality control, management, marketing, product design, and planning. Local trading firms, which act as the bridge between foreign buyers and oriented equipment manufactures, provide value-added service to prompt delivery at customer's quality level. The most challenge is to develop a balance amongst time, cost, and quality for toys having extremely short product life cycle. Several quality campaigns took place in the past decade which awakened executives to turn from traditional product quality to focus on total quality management in order to keep up with global demand and maintain business advantages. A survey was conducted to the Hong Kong toy trading firms to study problems and barriers to improvement. Causes and solutions are evaluated against company management level. The findings are used to construct a customized quality improvement framework. Some quality improvement techniques are also recommended to shorten product development cycle and to be more accurate in transferring customer's need to control.
