Abstract: | With the conceptual lens of Berman's macro- and micro- implementation framework, this project attempts to reveal how did the institutional setting of the education sector and that of individual schools shape the implementation of Public Sector Reform (PSR) in education. On the macro-implementation level, this project focuses on the translation of PSR principles into the School Management Initiative (SMI) program which has been greatly shaped by the interrelationship and interaction among various stakeholders in the education sector. The resultant SMI program is in fact compromises reached among Government Officials, sponsoring bodies, supervisors, principals and teachers. It also diagnoses factors leading to the low adoption rate of the SMI program by schools. On the micro-implementation level, this project conducts a comparative study on the implementation of SMI in two schools. The comparative study reveals that SMI in practice has also been greatly shaped by the institutional setting (established operating rules and established roles etc) of the respective schools. School A with management principles generally in line with the spirit of SMI has committed to its implementation and achieved improved learning outcome whereas School B with bureaucratic management principles and centralized decision making mechanisms has adopted the SMI recommendations only symbolically. On the basis of the findings of this project, recommendations are made regarding Education Commission's proposed implementation of school-based management in all schools. |
