dc.title | Is privatization a better alternative to deliver municipal services? : a case study on the Hong Kong Stadium and the Hong Kong Coliseum | en_US |
dcterms.abstract | Through out the world, privatization has been a program generally advocated by ministers, premier and presidents of different countries. Starting from the early seventies, the Thatcherite government enunciated its determination in implementing different privatization programs in order to improve the economic environment of Britain and improve the efficiency of the state. It was not long after that many other governments followed the steps of Prime Minister Margaret Thatcher which included the communist countries such as Poland, USSR and China. They pursued privatization programs either for political reasons or economic improvement or both. There was no exception with Hong Kong as a British Colony. In the late seventies, the government of Hong Kong started its initiatives in privatization programs and followed by Public Sector Reform in the late eighties. The privatization of the Hong Kong Stadium through the process of contracting out has been a controversial topic for political debate. In this research, I will lightly touch on other countries privatization programs and reveal their experience. I will try to examine the process of the contracting out of the Hong Kong Stadium and compare its performance with a similar venue the Hong Kong Coliseum. And with other countries experience in the pursuit for privatization ideology. I will evaluate and conclude whether the process of contracting out of the Hong Kong Stadium is a success. And I will examine the present environment for Hong Kong and also make recommendations with respect to the existing situation on the future trend of municipal services delivery alternatives. Of course, this research is in no way exhaustive as privatization is a broad subject. And I hope that other researchers will go into those areas that I have missed out or failed to explain. | en_US |
