Abstract: The main objective for the Main Contractor in respect of the application of a Quality Management System (QMS) is to ensure provision of quality on the Works in accordance with the Contract requirements notwithstanding the establishment & implementation of such QMS is contractually specified. The real challenge to the success of the implementation of the QMS lies in generating acceptance, on the part of top management and down to all levels of the workforce. As the human resource is one of the most important assets within an organization, it is vital for management to understand the impact and effects on human factors brought about by the introduction of the Quality System. Quality Systems depends upon everyone's participation. This dissertation investigates the impact of QMS on the workforce within the Organization of the Main Contractor, analyses human behaviours in response to the introduction of the QMS, how the QMS fits into the existing culture, the barriers to QMS development, management commitment, and training and education requirement. It also investigates into professional people's view and acceptance of a quality system. This study is prepared in an attempt to assist the management in reviewing the existing structure and system, improve human resources management, identify training needs, and develop strategies for the continuous improvement of quality.
