Abstract: Preparing annual Estimates is the most important task for the Finance Branch of the Government Secretariat because it directly sets the level of expenditure for some seventy government departments and involves tremendous sum of money in the order of a hundred billion dollars of public money. The accuracy of the estimates is therefore prominent. In addition, the time pressure on preparing the estimates is great because the voluminous estimating tasks have to be finished in just two months' time. Therefore, it is also significant that the efficiency of preparing the estimates be greatly enhanced. As at present, there is a team of Finance Officers responsible for the task. However, due to staff turnover and lack of a training system, the existing system of estimates preparation is not running effectively and efficiently. The result is that the estimates are not prepared satisfactorily as they should be. It is believed that expert systems would offer great opportunities in tackling these problems. If knowledge and experience for preparing the estimates can be captured and made use of at any time by any finance officer irrespective of his experience, then there would be significant improvement in the quality of work in terms of accuracy and consistency and all Finance officers would be able to carry out their work more efficiently. A prototype using case-based reasoning approach, which could deal with capital account estimating tasks, was developed to test the hypothesis. Evaluation was carried out on the prototype and the result is most encouraging. The report describes in detail the problem situation and how the prototype was built and how the evaluation had been conducted and analyzed.
