Abstract: The paper reviews the implementation of the phased transfer of the management services of public rental housing of the Housing Department to private property services companies. It identifies the need for privatization reviews the development of agency management, then the Management Enhancement Programme and finally come to the decision of the greater private sector involvement. Further, it examines the resources committed by the Department in handling staff problems and enhanced contract management, also its related difficulties and potential risks. It is revealed that the unfavorable economic condition in Hong Kong provides suitable environment for the Department to tap in the private resources for the management services so as to contain staff growth and enhance cost effectiveness of the service delivery However, it is equally important for the Department to take care of the staying staff properly and take prompt action to adjust the internal structure and workflow, which is compatible with the new management, need and support the long-term development of the Housing Department. As a whole, unless the Department can proof that reasonable savings have been or could be realized, the Private Sector Involvement Scheme will always be a hot topic for public criticism and become a barrier for subsequent privatization of other functions of the Housing Department or other government departments.
