Abstract: This report describes the design and implementation of an electronic tendering system which is designed for manufacturing industry. Enterprises can be buyers and sellers of products/services or participants of a complex supply chain engaged in planning, procurement, and manufacturing. To meet the needs for time and cost saving in the procurement process within a supply chain, it is obvious that a buyer needs to look for a suitable seller within a very short time. Besides, supplying ability can be increased when suppliers team up together. In this situation, a supplier needs to look for ideal partner(s) to fulfill the requirement given by the buyer. An electronic tendering process model is presented in the proposed system. Supported by the specific design of data models for products and requests in manufacturing industry will make matching between buyers and suppliers can be done easily. With the use of similarity measurement between a buyer request and product profiles of sellers as well as the scoring scheme developed in the proposed platform, sellers can be ranked on different metrics. Besides, different weights of the metrics can be used to customize the fitting of different requests or situations. This allow a buyer to identify the ideal seller immediately. Moreover, the proposed platform enables a 1-N and 1-N-M tendering processes which support the contracting and sub-contracting procedures. A prototype has been implemented to illustrate the concept of the platform and finally, examples are provided to show how the platform works.
