dcterms.abstractFormalizing the experience of human experts and making it scientifically testable is one of the major goals of computer aided system. The computer aided system represents and reasons by recall of knowledge of specialists with a view to problem solving and the establishment of advice without subjective bias. Such the system can completely fulfil a function that normally requires human expertise and can play the role of an assistant to a human decision-maker. The decision-maker may be an expert in his own right, in which case the computer system can justify its existence by improving the decision makers productivity. The knowledge base is designed: (1) to assist novices in learning the fundamental knowledge of the environmental noises; (2) to allow the user to practice the methodology of noise mitigation measures by ways of simple drawings, examples given etc.; and (3) to assist users to study the practical cases in depth and following the instructions steps by steps to obtain the solutions, in the meantime the users can gain the experience in the mitigation measures of the environmental noises by the use of computer. The system is built by using Visual Basic Ver. 5.0 with the interfacing function to link with data base files of the system. In approaching the design of computer aided system, there are two structures involved: top-down design and module design. Both techniques are helpful in reducing the program writing time, to increase the program performance and to reduce the memory used size. This system provides a reliable and effective way to help the user to assess the environmental noise problem. The main structure is built and the data can be edited easily. It would also be useful for an experienced engineer and even a novice who deals with environmental noise assessments in their everyday work.en_US
