Abstract: Privatization of carpark operation in public housing estates started in 1987 with two major objectives. One of which is to improve the quality of carpark management. In order to demonstrate that the second objective is achievable a monitoring system needs to be in place to check on the performance of the private carpark operators. The monitoring system in existence is far from adequate to fulfil this task because of limitad information that can be drawn from the assessment report and difficulties in analyzing the data by the monitoring officers. A research project was taken by the author to design a DSS by following the Decision Support Engineering approach. A model was built to calculate the performance score of each carpark operator and to make adjustment of the final score by taking into account other influencing factors inherited in the estate. Other detail analysis of the assessment scores can also be performed to give the average score of carparks operated by the same operator and average score of carparks in housing estates with similar characteristics. Finally A prototype of the DSS was developed to test its feasibility and usefulness. The overall comment made by the users was that it was a useful tool to support their decision making in the monitoring of the carpark operators' performance.
