dcterms.abstractRefuse disposal and collection, being indispensable activities in our daily life, are always associated with nuisance and hygiene problems. This paper will discuss the refuse disposal and collection management in housing estate development of the Hong Kong Housing Authority (HKHA). The conventional refuse collection system and the latest scheme of automated refuse collection system (ARCS) will be introduced. In conventional refuse collection system, residential refuse is collected from door to door on each floor by the cleansing contractor and dumped into large refuse bins at the refuse chamber on G/F of each domestic block through the refuse chute inlet in the refuse room at the respective floor. The refuse finally collected at the G/F refuse chamber is then transported to the central refuse collection point in the estate where Urban Services Department (USD) or Regional Services Department (RSD) will arrange collection by refuse collection vehicles at scheduled time. In ARCS, residential refuse is dumped to the disposal inlet of refuse chute at the refuse room on each floor. The refuse is temporarily stored in the refuse chute above the discharge valve at the refuse chamber on G/F. The refuse will then be automatically collected to a central plant by suction pressure created by fans via a network of hermetic underground refuse pipe where USD/RSD will arrange collection by refuse collection vehicles at scheduled time. Hygiene problems for conventional door-to-door refuse collection system are found mainly because of the refuse is collected through an exposed channel during the whole process. Some possible options are recommended to be implemented to improve the conventional refuse collection system and encourage refuse recycling in housing estates including self-disposal of refuse by tenants to refuse room, provision of recovery bins, education programme and publicity regarding refuse disposal and recycling and other refuse management plan. The two ARCS projects are analyzed and proved to be successful in refuse handling with similar operation principle to provide a hygiene environment in comparing with conventional refuse collection system mainly because of the refuse is collected through an enclosed channel during the whole process. The potential for further development and the future of ARCS will be explored. The profound implications that ARCS may have in changing the way we handle refuse in the 21 st Century will be discussed. ARCS with the adoption of recycling programme and refuse management plan will be implemented in future housing estate development to achieve a hygiene living environment for tenants which will become one of the key element on the future trend of refuse management in housing estates.en_US
