| Abstract: | The implementation of quality assurance system such as ISO 9000 or TQM is becoming more popular in the construction industry in Hong Kong but problems that are encountered in the implementation process continue to serious. Many buildings in Hong Kong are far below accepted standards. Quality deviations in design and construction process are usually appeared and affect the quality in operation and maintenance phase. The quality of entire project is a function of the quality of design; the construction; operation and maintenance. This dissertation presents the factors affecting process quality in three phases (design, construction, and operation and maintenance) of a building project. These factors are identified and ranked by the degree of importance. The perceptions of factors affecting quality from practitioners are obtained by means of a questionnaire survey. The findings indicate that management participation in promoting quality, training to all personnel, efficient teamwork within organization, feedback system to building professionals regarding the performance of buildings, all employee awareness and involvement, good designer education background and sufficient experiences of building professionals, and sufficient budgets in all phases of building process are the generic factors affecting quality. Building industry specific factors that are perceived by practitioners to enhance significantly the quality of building project includes well cooperation and coordination between parties in design and construction phases, consistent design drawings and specifications, good communications with owner, selecting appropriate designers and contractors, efficient supervision of sub-contracted works, and a detail as-fitted drawings and maintenance manual. Majority of the findings are in line with the Arditi's and Gunaydin's (1998) findings conducted in USA. |
