Abstract: In recent years the Royal Hong kong Police had experienced severe shortage of manpower due to low recruitment and high non-scheduled wastage of officers. In the wave of providing better service to members of public from government departments, RHKP needs to find out ways to improve its service to the community with its existing level of resources. This article attempts to find out if recruitment could be improved by special campaign organized and designed by specialist in private sector. It is also aimed to find out if promotion on police image could enhance self-confidence of police officers, and the members of public as a whole. A discussion will then be made to determine if success in these two campaigns could lead to improvement in performance of RHKP. A thorough research is made with a view to explore the reasons why the usual recruitment campaigns fail to achieve its desired purpose, why the police force fails to establish a good image in the public's mind. Study will be made on the management theories and incentives methods to improve performance and productivity adopted by private sectors. Comaprison between public and private asectors will be made, distinctions drawn, the special circumstances of police officers are detailed and the feasibility to apply these incentives to RHKP is examined. Special emphasis is placed on the setting for RHKP manager and staff. Strong attention is placedupon developing incentives to motivate police officers to improved productivity with increased job satisfaction as the basic premise. Finally, a Proposed approaches to management are discussed in the context of the traditional organizational structure found in RHKP.
