Abstract: Recently, the demand of producing photo mosaic plan increased very rapidly in Highways Department. So, it was better to systemize the working procedures, to increase the productivity and to upgrade the quality of the mosaic products. This dissertation aimed to study the methods of making mosaic images; to integrate of raster and vector data and to apply the technology for highway alignment design in Highways Department(HyD). The project was conducted by: (a)To study methods and procedures to produce photo images and photo mosaic plans by the existing commercial software, (b)To compare various software which could be used to produce the mosaic images, and (c)To investigate the method of the integrating the raster image data and vector alignment data to produce the mosaic image for highway alignment design in Highways Department. From the project, it gave a chance of having a better view about the commercial software and the procedure of making mosaic and software operation. The most impressive discovery of the dissertation was the usage of the photo mosaic in the preliminary design stage of highway alignment. In this stage, the proposed alignment were drawn on the photo mosaic plans for displaying or presenting in District Board Meeting, Consultative Committees, Policy meetings, Legislative Council Meeting, Press Conference or the event of VIP's visiting. The key operation in the integration of raster image data and vector alignment data together was to choose suitable software in various applications and systemize the working procedure to increase the productivity.
