dcterms.abstractDetermining the annual handling capacity of a container terminal is always one of the important and interesting subjects in the field of transportation and logistics. In fact, it is currently a hot and debating topic whether Hong Kong needs CTl0 or not. This paper tries to examine the general context of capacity planning in a container terminal and to take Hongkong International Terminals Limited (HIT) as a case study in the benchmarking of some capacity models which will also be developed in this paper. Once the problem statement is defined, the objectives and methodology that are going to be used are determined so that a clear focus of this paper is set. Before the general context in the capacity planning of container terminal is reviewed, the fundamental operating principles of a container terminal are examined through the review of various literatures. A brief review on the "traditional" and "new" ways of capacity measurement is made, followed by an examination of an actual capacity enhancement program in HIT- the "3P" - -for the readers' appreciation in the diversity and complexity of issues that will be involved in this subject. Having all these, spreadsheet-type models have then been developed for each key area of capacity measurement in a container terminal, namely the container yard stacking area, the quay or berth side and the gate side, and the model accuracy is benchmarked with some actual figures of HIT in year 1999. Through the process, it is recognized that a thorough and precise understanding on the interpretations of all these models is very important so that a correct and appropriate application of them in actual day-to-day works can be realized.en_US
