Abstract: The development of budget hotels has been rapid in recent years. During May 2004, the Intercontinental hotel groups signed management contracts with nine owners in China in the celebration for the 20th anniversary of his entrance in China. Among these hotel contracts, two of them are Holiday Inn Express, which will open in Xian (2004) and Zhenzhou (2006). Apart from international hotel groups, the domestic hotel groups are actively participating in this campaign. For example, the Jinjiang Inn has already managed 51 hotels, 18 are under construction, and there will be more than 200 hotels till 2040. The Chairman of eLong.com Mr. Tang summarized the major characteristic of budget hotels as below: firstly, it is cheap about RMB 200 compared with other three star hotels; secondly, these hotels just provide elementary living facilities and provide tourists with low price and comfortable environment. These are the reasons why such hotels are so welcome in the market. But in China, most of the budget hotels are ignored compared with other luxury hotels. This is mainly the property right is not clear. In addition, there are many items pending for improvement including: investment, finance, human resource, and daily management. Especially daily management should be in conformity with the market principle. Therefore, the study of budget hotels could provide us a more effective way for a healthy development of tourism industry.
