| Abstract: | 本研究採用關家﹒社會 (state and society) 的理論框架分析政府與農民之間的關係。再從政府，農民關係現實處境探討農村社會工作介入。鄉村政治實質是國家與農民在政策層面相遇時，體現出來的政策實施的權力關係。這個視角就是通過政策的實施過程，分析國家與農民的互動關係基礎和實踐形式以及國家的代理人(基層政府官員)怎樣實施這些政策 ? 農民在日常生活中對國家政策有何反映 ? 他們採用什麼手段去應對各種政策 ? 本文認為國家與農民社會之間的矛盾在改革開放時期越來越嚴重，這些矛盾的產生與地方財政困難、基層政府對於農村經濟發展的強制干預、農民負擔加重等有密切的關係。國家政策決定與執行出現明顯偏差，受到農民日常生活的抗爭，造成國家與農民關係緊張，國家合法性出現危機。當我們在農村建立農村社會工作專業的時候，必須面對農村貧困、幹群關係緊張、國家合法性出現危機、村民自信心低落和農民日常生活抗爭等現實處境。本論文透過西南邊疆少數民族某一村落的案例，冒在指出國家與農民之間的關係及其中國農村的現實處境是農村社會工作發展無法回避的核心問題; 另外，作為一個初探性的研究，筆者亦嘗試從中國貧困地區農村的現實處境探討中國農村社會工作的本質、內涵和介入策略。本文提出一個超越“兩極"(宏觀，微觀)的進步社會工作主張，就是以社區為基礎，以人為本的綜合社會工作介入策略以回應當前中國貧困地區農村的現實處境。 |
