dcterms.abstractIn Hong Kong, the prison industries (CSI) of the Correctional Services Department (CSD) provides work employment to prisoners to enable them to acquire the habit of doing useful work, and helping them to reintegrate into the community more easily after release. However, most prisoners adopt various types of working behaviors different from normal workers. Therefore, it is very difficult to manage them to achieve the desired quality output. By now, CSD operates three commercial laundries for public hospitals. It has to attain the quality service level as agreed in the Service Level Agreements made between CSD and the Hospital Authority. If CSI is unable to attain the required quality service level, HA may terminate the contract by giving six months advance notice. Therefore, CSI needs to identify suitable quality management techniques to strengthen its quality management system and to provide consistent quality output. This will enable CSI to secure future job order contracts from the Hospital Authority. To overcome the working behavioral problems of the prisoners, we have evaluated various motivation theories. However, we could not find a suitable motivation theory to tackle such problems. Then, we conducted questionnaire surveys to find the suitable quality management techniques to strengthen the quality management system in the laundries. Two questionnaire surveys have been conducted. Both management methods and employee training are the quality management categories suitable to the prison work environment. In sum, quality management techniques such as Quality Audit, Benchmarking, ISO9000, Pareto Diagram, Five-Whys, and Storyboards are applicable to the prison workshops. CSI would need to apply these identified quality management techniques to enhance its quality management system. As a long term quality management strategy, CSI also needs to pursue the higher quality management hierarchy such as ISO9000 and Total Quality Management. This would enable the prison industries in Hong Kong to provide competitive quality products and services.en_US
