| Abstract: | 雖然社區建設的內涵要大大豐富於社區服務，但是，無可否認，社區服務是社區建設的核心內容。隨著中國社區建設的深入開展，中國政府和非政府組織之間的相互關係首先在社區服務這個領域內發生了微妙的變化。本項研究運用質性研究的方法，以一個社區服務中心為個案，發現存在著政府與非政府組織互動關係的一個新模式。研究最後得出兩個基本結論:第一，隨著經濟改革和社會轉型、小政府大社會城市管理體制戰略轉移、單位制的逐漸瓦解、以及民問力量的緩慢成長，這種互動的外部環境因素，促使政府與非政府組織在社區建設的領域內由依賴性關係轉向自主性互動關係成為可能。第二，根據國際社區發展的趨勢和國內社區社會服務機構改革的方向及需要，專業社會工作介入到城市社區建設存在很大的空間。介入的途徑最主要是運用它的理念和工作手法，來提高社區內逐漸增多的非政府組織專業服務機構的服務水準。相信越來越多的這樣的專業服務最終會改變和提升工作人員和服務物件的意識，從而推進真正意義上的社區建設的發展。 |
