Abstract: Globalization opens up the market worldwide. It also enhances the competition in the market. The product life cycle becomes shorter and shorter. Specially to fashion, the economic climates, life style and taste of the consumers, geographic locations, genders and etc can vary the fashion trends and sales. Such chaotic market forces to the retailers ordering or replenishing their goods carefully to eliminate the lost in obsolete products. Quick response to the market towards the current garment industry becomes a norm. Oxfam issued a report on 2004 describing the current supply chain in garment industry. In this report, there are identified some unfairness towards the upstream supply chain players in the garment industry due to the incorporation of the whole supply chain. The purpose of this dissertation is to investigate the reason(s) why the accusation to be arisen, to identify the operational bottleneck(s), and to propose a generic model for improving the supply chain effectiveness and efficiency. In order to distinguish the latent problem(s) in the current supply chain in garment industry, a combined research method is applied in this study. The combined research method included product characteristics analysis, case study, and survey. The research findings revealed that majority of researched companies were self-operated in their businesses. The lengthen lead time at the stage of fabric suppliers and sewing manufacturers generated manufacturing bottleneck. And the research findings also revealed that they were lack of collaboration, and have not any intentions to apply supply chain tools with their upstream suppliers and clients although they known the market turbulences and materials supply problems. In order to resolves such problem, a combined vertical-horizontal supply chain model and implementation programme were recommended in this study.
