Developing a Decision Support System (DSS) for measuring the safety performance of construction projects undertaken by small to medium-sized construction companies in Hong Kongen_US
The construction industry has been dominated by a tight construction programme and a highly competitive tendering system. Small contractors tend to have a propensity to shorten project duration and save cost at the expense of site safety. Facing the problem of lacking resources in small contracting firms, the responsibility of monitoring safety performance will normally rest on the project managers themselves. However, the increasing burden of their normal workloads tends to reduce the time spending on safety management issues drastically. The main objective of this study is to develop a computerized and user-friendly decision support system created by the MS Excel program to tackle construction safety management problems without adding extra resources and vitiating the quality of decision. Grey Relational Analysis was adopted as the engine of the proposed Decision Support System (DSS) in this research to synchronize and analyze the current safety information and data of construction projects extracted from daily site management reports and safety documents. Without heavily relied on past safety performances and accident records, the safety performance of different construction sites responsible by the project managers can be evaluated. Through the DSS, an overall safety performance score and graphical analysis of strengths and weaknesses of each construction site can be obtained. From those results, better resource deployment strategies and/or appropriate course of actions can be developed within the tight daily working schedule. For further improvement of the DSS, it was recommended that other decision making models and knowledge-based expert systems could be incorporated to enrich its application within the Hong Kong construction industry.en_US
