| dcterms.abstract | The Pay-for-Safety Scheme (PFSS) is a practical safety system for public works projects in Hong Kong. This system involves the direct payment from the Government to contractors for the sake of enhancing construction site safety. It can be applied to civil, building, maintenance and refurbishment projects procured by the Works Departments of the Hong Kong SAR Government. As one of the public sector clients, the Hong Kong Housing Authority's mission is to provide affordable quality housing and services. We firmly believe that the implementation of PFSS is a social responsibility. As building works is one of the main areas for the development of the construction industry in Hong Kong, this research focuses on the study of the PFSS for new public residential building works of the Hong Kong Housing Authority (HKHA) by means of interview, survey and case study. The research results indicated that the local construction industry recognized PFSS as effective in improving the site safety performance. The implementation of PFSS has generated numerous benefits to both clients and contractors including increased safety training, enhanced safety awareness and sufficient budget in safety issues. On the other hand, the construction industry also encountered several barriers during the implementation of PFSS, including plenty of paperwork for payment certification and lengthy assessment process. As to the limitations of PFSS, clients regarded that contractors may only concern the payable safety items as the most significant limitation. However, contractors claimed that the limitation of PFSS is the low proportion of contract sum allocated to payable safety items. Finally, a set of recommendations for improving the implementation of PFSS were provided. | en_US |
